Circular No. 1-001: General Policy for the Inspection of Aircraft and Equipment

【Summary】

The following information is provided regarding the general policy, application procedures, and documents to be submitted for inspections of aircraft and equipment, including airworthiness certification.

Part I: Relating to airworthiness certification: General policy and application procedures for airworthiness certification inspections, preparation of flight rules and other documents, etc. are stipulated.
Part II: Relating to Type Certification: General policies, application procedures, documents to be submitted, etc., for type certification under Article 12 of the Act and for inspections of type design changes under Article 13 of the Act are specified.
Type certification, etc. for domestically manufactured aircraft is described in Circular No. 1-003. In addition, the details of the relevant services performed by those certified for the competence specified in Article 20 paragraph (1) item (i) of the Civil Aeronautics Act (i.e., certified workplace) are described in Circular No. 1-003 and Circular No. 2-001 “General Policy on Certification of Workplace”.
Part III: Supplemental Type Certificate:General policy, application procedures, documents to be submitted, etc., for Supplemental Type Certificate (STC) under Article 13-2 of the Act are defined.
Part IV: Repair and Alteration Inspection: General policy, application procedures, documents to be submitted, etc., for repair and alteration inspections under Article 17 of the Act are defined.
Part IV: Repair and Alteration Inspection: General policy, application procedures, documents to be submitted, etc., for repair and alteration inspections under Article 17 of the Law are defined.
Part V: Approval of Repair and Alteration Designs: General policy, application procedures, and documents to be submitted for approval of repair and alteration designs under Article 17-2 of the Act are defined.
Part VI: Spare Parts Certification: General policies, procedures, and documents to be submitted for spare parts certification inspections and handling of imported equipment deemed to be spare parts certified under Article 18 of the Act are defined.
