Registered Inspection Organization
There is a system (Registered Inspection Organization System) that allows private organizations registered by the government as well as the national government to conduct inspection work related to Aircraft Certification and Type Certification of unmanned aircraft.
The registration is valid for a period of three years, and the government may order a registered inspection organization conformity order, business improvement or suspension order, or revoke its registration, as necessary. The registration of a registered inspection organization requires, among other things, that inspections be conducted by persons with expertise in the design, manufacturing process and inspection of unmanned aircraft through education and practical experience, and that the applicant for registration not be controlled by a person engaged in the manufacture or import of unmanned aircraft, and that inspections be conducted from a fair and impartial standpoint. A registered inspection organization must establish rules and regulations for the inspection of unmanned aircraft in advance and obtain approval from the government.
Registered inspection organization registered by the Minister of Land, Infrastructure, Transport and Tourism are authorized to perform all or part of the following inspection activities on behalf of the government regarding Aircraft Certification and Type Certification, etc.
・Inspection for compliance with Safety Standards.
・Inspection for compliance with Uniformity Standards, of unmanned aircraft of the type for which type certification is sought.
