Japan’s Public Comment System
Public comment
The purpose of public comments is to ensure fairness , improve transparency in administrative operations, and help protect the rights and interests of citizens by soliciting and considering opinions from the general public in advance when national administrative organs establish Cabinet orders, Ministerial ordinances, etc.
It was made into law by the revision of the Administrative Procedure Law in June 2005, and was introduced to replace the previous procedures for submitting opinions based on the “Procedures for Submitting Opinions on the Establishment, Amendment, or Repeal of Regulations (1999 Cabinet Decision)”.
When establishing or revising new regulations, ministerial ordinances, public notices, or notices concerning aviation regulations, the public comment system is used to solicit opinions from the general public in advance, so please share your knowledge as necessary.
The results of public comments are also posted on the website, so you can check the actual opinions received and the responses from administrative agencies to them.
