International Civil Aviation Organization (ICAO) and ICAO Annexes
International Civil Aviation Organization (ICAO)
The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations established under the Convention on International Civil Aviation (Chicago Convention) adopted in 1944. The purpose of ICAO is stated in Article 44 of the Chicago Convention as “to develop the principle and technology of international aviation, and to promote the planning and development of international air transport.”
ICAO’s international standards and advisory schemes are compiled in Annexes of the Chicago Convention.
There are 19 Annexes covering a wide range of areas.

Civil Aviation Act of Japan conforms to the provisions and annexes of the Convention on International Civil Aviation, which is clearly stated in Article 1 “Purpose of the Civil Aviation Act” of Civil Aviation Act.
