Enhancement of the Safety (VOICES)
[Purpose]
Japan Civil Aviation Bureau(JCAB) operates the Voluntary Information Contributory to Enhancement of the Safety (VOICES) in accordance with the provisions of ICAO Annex 19: Safety Management, in order to collect a wide range of information on civil aviation safety that is not easily captured by the mandatory reporting system. To improve aviation safety, it is very important to collect a lot of information and provide feedback on it.
[Operation Summary]
This system is administered by a third-party organization (Air Transport Engineering Center: ATEC) in order to eliminate the concern that the reporter may be subject to adverse action. The safety information collected by the third-party organization is kept confidential so that individuals and companies cannot be identified after confirming the content through hearings and other means. After that, experts analyze the information, publish the analysis results, and, if necessary, make recommendations for safety measures to JCAB.
