State Safety Programme (SSP) Implementation Plan in Japan

JCAB published the “State Safety Programme (SSP) Implementation Plan 2025.”
This implementation plan outlines annual safety targets and specific implementation measures.

In accordance with Annex 19 of the Convention on International Civil Aviation, JCAB established the State Safety Programme (SSP) in October 2013.
To ensure the effective implementation of the SSP, the following three measures were established under the “Mid-Term Direction for State Safety Administration” formulated in October 2015.

(1) Set national safety targets on a regular basis (once a year)
(2) Implement specific measures to achieve the targets in a consistent and unified manner in the fields of air transportation, air traffic control, and airports
(3) Confirm and evaluate the achievement of the targets at the end of the period
